Recognizing the challenges posed by excess moisture in Saskatchewan, the federal and provincial governments have established the 2011 Canada-Saskatchewan Excess Moisture Program (EMP).
For the second consecutive year, millions of acres have been affected by excess moisture. The 2011 (EMP) will provide $30 per eligible acre to producers for land they were unable to seed as of June 20 and seeded cropland that was flooded on or before July 31. A five per cent deductible is applied to the affected wet acres.
The EMP is an AgriRecovery initiative administered by the Saskatchewan Crop Insurance Corporation (SCIC). AgriRecovery is a disaster relief framework which provides a coordinated process for federal, provincial and territorial governments to respond rapidly when disasters strike, filling gaps not covered by existing programs.
All producers in Saskatchewan are eligible for this program; you do not have to be a Crop Insurance customer. Crop Insurance customers do not have to apply for the EMP unless an established crop was flooded between June 20 and July 31, 2011. Crop Insurance customers will receive EMP payments automatically for acres reported as unseeded on their Seeded Acreage Reports.

The deadline to apply for the EMP is September 30, 2011.
Forage and Livestock Producers
Financial assistance is also available for forage and livestock producers affected by excess moisture. The AgriRecovery announcement included extending the Saskatchewan Feed and Forage Program (SFFP). This initiative was started in 2010 and is continuing this year. The 2011 SFFP includes financial assistance for:
• purchasing feed, if producers have to purchase additional feed due to excess moisture; and/or
• reseeding of forages, hay and pasture damaged by excess moisture.
In addition funding is available through the Intensive Livestock Operation Environmental Program to help intensive livestock operations with the cost of rehabilitating pens as well as manure storage and containment systems that have been damaged by excess moisture.
