Q. I am in an area where winter wheat must be seeded into undisturbed standing stubble to qualify for winterkill coverage. Because of the drought, I had to cut this year's crop very low and there's little stubble left. If I had no choice but to cut this low, can I still qualify for winterkill?

A. No. Winter wheat isn't as hardy as fall rye and requires a decent snow cover if it's going to survive the winter. If there isn't enough stubble to trap the snow (ie. black summerfallow, pea or lentil stubble, worked-down stubble or stubble cut too low), there is a much higher risk of winterkill; therefore, Crop Insurance will not accept liability.
