Why does Crop Insurance have to wait 10 days or more to appraise crops?

Why won't Crop Insurance come out to look at my crop unless I am destroying or abandoning it?

I intended to bale my crop so an adjuster came out and did a pre-harvest appraisal. What happens if I now decide to harvest it?

What if my forage crop received frost damage?

Crop Insurance had me leave a checkstrip which has received further damage. Now what?
