My area is extremely dry; my pastures are drying up but I did not receive a payment from the Forage Rainfall Insurance Program. Why?

How can a rainfall program provide protection when we know production at one location is not linked to rainfall at another location?

I received above normal precipitation in April. Why was this counted?
