If I seed fall rye or winter wheat in an area with grasshoppers, will Crop Insurance cover the crop for winterkill?

I am in an area where winter wheat must be seeded into undisturbed standing stubble to qualify for winterkill coverage. Because of the drought, I had to cut this year's crop very low and there's little stubble left. If I had no choice, can I still qualify for winterkill?
